For well over a month, Lahore’s real estate sector is seeing tremendous activity in the housing societies that lie along, or close to, Raiwind Road, its Alternate Route and the Lahore Ring Road. Prominent among these projects are Khayaban-e-Amin, NFC Phase II and DHA Rahbar Phase II, which was recently included in DHA Lahore’s Phase XI.
It is not just the formal recognition of DHA Rahbar as part of Phase XI that has made many investors altogether more interested in this project; DHA, too, seems very keen about developing it on a priority basis and at par with rest of its phases in Lahore.
What triggered investor interest?
Compared to the other DHA Lahore phases, property rates in DHA Rahbar Phase XI are quite reasonable at the moment, which is one of the major factors why property demand here has surged. Moreover, the distance issue is now obsolete as the wider, smoother and completely functional Raiwind Road and its Alternate Route have made this area fairly accessible from central parts of the city. Additionally, the construction of the flyover that connects Main Defence Road with Ferozepur Road will make DHA Rahbar even more accessible.
Moreover, the developer has acquired more land, recently launched as DHA Rahbar Phase II Extension, where allocation files are hard to find. Currently, investors are deeming these new files as a great investment opportunity. Project status and property rates
A total of six blocks in DHA Rahbar Phase II, namely Blocks F, G, H, J, K and L, are 100% developed with possession available. All necessary amenities are firmly in place, tempting remaining plot owners to build houses here. These blocks feature just 5-marla residential plots and prices vary between PKR 3,500,000 and PKR 5,500,000.
On the other hand, in Blocks M, N and P of the same phase, where possession is expected in one month, the rate of 5-marla residential plots ranges between PKR 4,500,000 and PKR 6,500,000. DHA is developing these blocks along modern lines with underground wiring, bigger parks, wider lanes and a more systematically conceived commercial area. This explains why these plots awaiting possession are more expensive.
Over the last two weeks, a massive price rise has been seen in value of property in Blocks M, N and P. I have noticed that the rate of 5-marla residential plots has gone up by at least 20% in less a month. The ascent has been even more impressive for the commercial plots. Future prospects of blocks awaiting possession
The experts I talked to about DHA Rahbar have told me that property possession in Blocks M, N and P is expected in May 2016. This suggests that the rate of property in these blocks can still go up. The impressive price rise observed in the past few weeks suggests that any further price rise will now be gradual and less stark. By the time possession is offered, the value of both commercial and residential plots in these blocks can go up by another 10%.
Quite interestingly, this attitude is also reflected by the preference of investors, who are now hunting for plot files in Rahbar Phase II Extension and are somewhat less interested in the plots awaiting possession.
DHA Rahbar Phase II Extension in the spotlight
At the moment, the demand is high for plot files in DHA Rahbar Phase II Extension. My sources have revealed that Phase II Extension lies close NESPAK Housing Society Phase III and KEMC Housing Society on Ali Akbar Road. Moreover, I have also learnt that DHA is currently acquiring more land in the vicinity, which explains why so many files are available in the market. There is, however, one reservation: the affidavit files, which are PKR 50,000 cheaper, aren’t being confirmed by the authority.
The market rate of a 5-marla allocation file as of April 18, 2016 is PKR 2,600,000, while that of an affidavit file is PKR 2,550,000. The 10-marla files, limited in number, are being traded for PKR 5,200,000. For a commercial plot files, the current rate is PKR 16,700,000 for 4-marla and PKR 24,000,000 for 8-marla.
Investment tip
Folks who have short-term investment plans should consider commercial and residential plots in Blocks M, N and P as their value can still inch upwards. The profit margin will, of course, be higher for the commercial plots.
Those looking at bigger gains with medium-term investment plans should go for DHA Rahbar Phase II Extension instead, and preferably commercial plots. Please bear in mind that these files are yet to be balloted. I have also learnt that DHA is likely to ballot Phase II Extension by the end of this year, which could bring along a juicy price appreciation of 50%. Moreover, DHA might take 2 to 3 years to offer property possession in DHA Rahbar Phase II Extension.
It is recommended to not buy affidavit files but to pick allocation ones.

What’s the difference between the affidavit files and an allocation ones ? How one should check them ? I heard from my friend that files business these days is very risky , a lot of fraud cases are happening in DHA, is it true ?

If I say in easy words. The Affidavit is that thing, the owner of the land gets against land that he has given to the society. Later on, when owner sells the affidavit, and that affidavit is transferred to other person, than it becomes allocation file.
Allocation file is more authentic.
And in DHA Rahber. price and transfer fee of Allocation is more than affidavit.
I believe there is lesser focus by both the blogger of zameen .com for blocks f g h k j and L. These blocks are of great interest for builders and real investors who would like to build house for themselves or for selling purpose. It is the only area ( 5 marla )where construction of so many new houses is in process and few residents are already enjoying DHA facilities.
You are right touqeer, i have deliberately ignored these blocks as these plots mostly interest builders and contractors.
I have experience in purchasing allocation file of DHA phase 7 (10 Marla) Lahore last year. Let me explain the both Affidavit and Allocation File in detail:
Affidavit File:
Affidavit file is a file where 99% legal work is completed and DHA allow land owner to have an easy transfer of available file to any one that could be self and investor or a relative of land owners. Some complication can come up in transfer if you have not received an intimation letter after affidavit transfer. It could be like on record land owner may have old CNIC number and DHA now wants a new CNIC. Or DHA could still hold 1st transfer if same land owner has possession or other legal issue in other deals with DHA. Once you get an intimation letter you are 100% safe just like allocation letter transfer.
Allocation File:
Allocation file is where 100% legal work is now complete and DHA admin makes a final clear pledge to allot you a plot in some phase for house construction after you pay development charges and DHA developed that phase for you.
How to convert Affidavit File into Allocation File?
Affidavit file is very 1st time transfer of a DHA file after land is given to DHA and it have cleared all legal work and DHA got the possession of the land. Price of affidavit files is higher but net cost after transfer is lower due to non payment of CVT etc. You get no sale agreements etc. You pay money and get intimation letter that turns into allocation letter automatically within days. Once first transfer of file is completed via a affidavit it automatically turns into an allocation file. Any further transfer of this file will now be only called allocation file transfers. Cost of transfer of an allocation file is higher than affidavit file because you have to pay all taxes like CVT etc. Buyers do get lot more paperwork like sale agreement for all allocation file transfers.

I have a 1 kanal plot in sector B Phase of DHA Rahbar, i am interested in selling it. During the last 1 year the price/ offers i have received has increase around 20 Lakh rupees. my question is should i sell it now or wait a few months I.e is the price expected to increase in the next year?

they did receive on above mention number,they transfer on the ext# 2336 of dha rahbar but someone picks up the phone but do not talk and disconnect the call.it has happened number of times.

aoa, i bought a 5 marla plot dha rahbar in f block in june 2013. now i visit my plot the numbers have been changed. say plot number 150’s line has been replaced with 190’s line. my plot number has gone 1 street back.
my question are . is my plot gone to back street or my plot number has been changed with new numbers.
also tell me, on this date (15 june 2013) map has been changed ? i doubt tht dealer made fraud wth me by showing me old map n location. wt u say.
