Requirements for Vehicle Registration in Pakistan: Locally Manufactured and Imported Vehicles
First of all, let’s take a look at the requirements of the scenarios of registration and sale of locally manufactured vehicles by the original purchaser.
Requirements for the Registration of Locally Manufactured Vehicles
- Application for registration of Vehicle – Form-F
- Copy of Computerised National Identity Card of Owner
- Original Sales Certificate of Vehicle
- Original Sales Invoice of Vehicle
- Payment of registration fee, number plate fee and other leviable taxes
Requirements for the Sale of Locally Manufactured Unregistered Vehicles
- Application for Registration of Vehicle – Form F
- Copy of Computerised National Identity Card of the Seller
- Original Sales Certificate of Vehicle
- Original Sales Invoice of Vehicle
- Payment of vehicle registration fee, number plate fee and other leviable taxes
- Transfer Order (TO) Form
- Documents showing sale of vehicle by original purchaser
- Copy of National Identity Card of the new purchaser

Requirements for the Registration of Imported Vehicles in the name of Importer
- Application for Registration of Vehicle in Form-F
- Copy of Computerised National Identity Card of the owner
- Copy of Import Permission issued by the Customs Authorities
- Duplicate copy of Good Declaration (GD) showing payment of all taxes/duties
- Copy of Invoice (In case of direct purchase from manufacturer)
- Copy of Bill of Lading
- Payment of vehicle registration fee, number plate fee and other leviable taxes
Requirements for the Sale of Unregistered Imported Vehicles
- Application for Registration of Vehicle in Form-F
- Copy of National Identity Card of Owner (In case of individual)
- Transfer Order (TO) Form
- Document showing sale of vehicle by Importer
- Copy of National Identity Card of the Seller (In case of individual)
- Copy of Import Permission issued by Customs Authorities
- Copy of Good Declaration (GD) showing payment of all taxes/duties
- Copy of Invoice (In case of direct purchase from manufacturer)
- Copy of Bill of Lading
- Payment of car registration fee, number plate fee and other leviable taxes

Now that you know about all the paper work, let’s take a look at the current rate of registration fee set by the Excise and Taxation Department in Pakistan for the registration of vehicle according to its engine power.

Transfer of Ownership of a Vehicle
If you have bought a second-hand car, then you would not have to fulfill the motor registration requirements, in fact, you need to transfer into your name. The process of ‘Transfer of Vehicle’s Ownership’ has the following requirements.
- Transfer Order (TO) Form
- Photocopy of Seller’s Computerised National Identity Card (CNIC)
- Photocopy of Purchaser’s Computerised National Identity Card (CNIC)
- Photocopies of Witnesses
- Original Registration Certificate containing update payment of Token Tax
- Original Motor Registration File in case of vehicles registered under the “File Return Scheme”
- Duplicate Registration Certificate (if the original one is misplaced)
- Application in Prescribed Form
Transfer of Vehicle’s Ownership Fee
The table given below shows you a different amount of transfer fee set by the Excise and Taxation Department of Pakistan for the vehicles having different engineer power.

Vehicle Exceeding 1800cc | PKR 3000 |
Requirements to Acquire a Duplicate Registration Certificate
In case, your original car registration certificate has been misplaced, stolen, damaged or torn, you need to fulfil the following requirements for the issuance of a duplicate certificate.
- First Investigation Report (FIR) fetched from a local police station
- Photocopy of Applicant’s CNIC
- Updated Token Tax Certificate in case of Non-Tie-up vehicles (except Motorcycles)
- Original Registration File in case of vehicles registered under the “File Return Scheme”
Fee Rates for Duplicate Certificate
Here are the rates of duplicate certificate levied by the Excise and Taxation Department of Pakistan on the basis of the category of a vehicle.
