Where Does The Process of Transferring Vehicle Ownership in Karachi Take Place?
Please note that the entire process of transferring vehicle ownership takes place at the Civic Centre, which is located on the main University Road, opposite the Expo Centre Karachi.
Note: If you are not a fan of joining a long queue, try leaving for the Civic Centre as early as around 8:30 am so that you’ll be among the first few people to get served.
How to Transfer Vehicle Ownership in Karachi
Here is a step-by-step process that you need to undergo to get the ownership of a vehicle transferred in your name.

To make things easily understandable for our readers, we have divided the process of change of vehicle ownership in Karachi into four main steps. So, let’s take a look at each of these steps in detail.
Purchasing and Attestation of the Transfer of Ownership Documents
Head over to the photocopy shop situated near the Motor Registration Office of Excise and Taxation Department to buy the Transfer of Ownership (TO) Form, Sale/Transfer Deed Form and Scanning Order Form. The total cost of these documents will be around PKR 550 as the Sales Deed is printed on a PKR 200 stamp paper of the Government of Pakistan and the amount of PKR 350 is required for attestation of the Sale/Transfer Deed and purchasing of the Scanning Order Form.
Overall Inspection of Your Vehicle
In the next step, you will have to visit the Motor Vehicle Checking Staff office for vehicle inspection, which is situated at the backside of Civic Centre. Before getting your vehicle ready for inspection, you need to fill in the Transfer of Ownership (TO) Form and submit the below-given documents along with it.
- Your CNIC copy and the CNIC copy of the person who made the original purchase
- No Objection Certificate (NOC) issued by the Bank (ensuring that the certificate is still valid)
- Vehicle’s Original Book with Running Paper
- Original Vehicle Registration Certificate
- Original Sales Certificates & Invoices
- Letter of Sales issued by the Vehicle Dealer to the Motor Registration Authority
- Motor Vehicle (MV) Tax Receipt Of the Registration Fees and Number Plate
Note: Make sure that there are no unpaid taxes till date
Attached all of these documents and hand them over to the verification officer present on site. Once your documents are verified, they’ll start inspecting your vehicle that might a few minutes. Your number plate and engine details will be specially checked and verified by the inspection officer after which they’ll fill out the relevant fields on the Transfer Ownership (TO) form before verifying and stamping it.
Submission of Documents
Head over to the Motor Registration Office of the Excise and Taxation Department and get all your documents verified by one of the authorised Excise and Taxation officers (ETO). Fill in your Sale Deed and Scanning Order form and join the queue in front of the counter window having the board of your number plate’s alphabetical series (e.g. AFG-XXX).
As your turn comes, submit your file along with your car’s original book to the officer present at the counter. In this step, you will also have to submit a transfer fee of around PKR 1200 for vehicles with the engine power of up to a 1000 CC. Leave the counter once you obtain a receipt from the officer having the time and date at which you are supposed to collect your documents back with the updated details.
Receiving of Documents
It may take around 10 working days for your documents to get processed and updated during the change of vehicle ownership process. For the collection of your vehicle’s original book and file, head over to the same counter window where you submitted the documents. For the collection of documents, it is mandatory for you to have your name authorised on the Scanning Order form.
