Update (29th October 2019): All affected landowners of Sector C-14 will be allotted plots by the CDA in a ballot being held on 12th November 2019 at 10 am inside the CDA Secretariat, Islamabad.
After announcing the development of stalled sectors in Islamabad’s Zone 1, the Capital Development Authority (CDA) is now all set to open up Sectors C-14 and C-15 for development. Earlier on, the authority shared its plans to develop Sectors E-12, G-5, I-11, I-14, and I-15, with Sector E-12 being the oldest sector, and therefore, the first one to be developed. Meanwhile, the CDA is back to work on reopening stalled sectors for future development, and here are all the latest updates on Sectors C-14 and C-15 that you need to know about.
The Location of Sectors C-14 and C-15
Updates on sectors C-14 and C-15 show that they will be located directly on Margalla Avenue, close to Margalla Hills. In fact, part of Sector C-14 will also be home to parts of the Margalla National Park. Both sectors will be situated next to each other and will also have a central main road and commercial Markaz, as is the case with all of Zone 1’s sectors. The closest area in relation to these two sectors, which has been developed by the CDA is Sector D-12.
History of Sector C
The C sectors of Zone 1 were initially launched in 2008, with the development of several sectors being announced together. While a general survey of the C sectors was undertaken back then by the CDA, work could not be initiated due to financial constraints. Around eight lakh kanal of land had been acquired from the villagers in the area, with a land-sharing formula that is prevalent to date and is similar to the one adopted by DHA.
The land-sharing formula implies that raw land, as well as developed plots in the relevant sectors, would be handed over to the CDA, and the authority would provide the original landowners with developed plots once possession in the sector began. This method involves limited cash transactions and allows people to get land in place of land. Now let’s discuss the recent updates on Sector C-14 and C-15.
Development Update of Sector C-15
Sector C-15 contains a total of 4,000 kanal with nearly 400 residential plots of both 5 marla and 1 kanal being available for sale. In 2015, some plots had been allotted in Sector C-15 to those who gave their land for development to the CDA, as per the land-sharing scheme, where one kanal is given to the allottees for every four kanal they offer to the authority. Work began in the sector in 2016, with the first phase of development being underway. Main roads, services road, and drainage systems are being put in place as per the updates.
Development Update of Sector C-14
Allotment of plots also began in Sector C-14 in February 2019 as per the land-sharing scheme, where the irregular shape of the area gives it a total of 2,600 kanal. As of now, no land possession issues are pending in Sector C-14, where only 1 kanal plots are available for sale as per the proposed plan. Thus, work can begin rapidly now that the CDA is actively announcing the commencement of the development.
An Overview
As per the updates on Sectors C-14 and C-15, both these areas would be developed on the right side of the proposed Margalla Avenue once the land is cleared. After allotment of pots to the original owners, the remaining plots will be auctioned for both the sectors before development work is initiated.
Thus, in spite of possession of a large area of land, development remains slow. Nevertheless, contracts have been awarded for the construction of roads in both sectors, and work is expected to begin as early as December 2019. It is important to note that the masterplan of both sectors is yet to be approved by the planning commission.
