Secondly, the department facilitates social change by constantly enabling the community with free-of-cost learning resources.
The schooling system in Pakistan is generally divided into different levels ranging from primary education to matriculation. While the curriculum of each level is centrally organised by the School Education Department, which operates under the Ministry of Education on the provincial level. In this blog, we will take a better look into the roles & responsibilities of this department on a provincial level.
So, without further ado, let’s get educated with some facts!
Balochistan Education Management Information System (BEMIS)
As the name implies, the Balochistan Education Management Information System or BEMIS operates under the provincial government of Balochistan. It is basically a system that focuses on data collection, storage, integration, analysis, and dissemination in educational bodies.
Specially designed to effectively execute teaching programmes, the primary objective of this state-owned department is to provide free-of-cost education to children across the province. The department works in close association with the Ministry of Education, and it has already established around 14,979 schools in Balochistan. Currently, more than 10 lakh students are enrolled under different programmes in the institutions established by BIEMS.
Despite being the biggest state of Pakistan with several natural and geological wonders, the province has historically struggled to maintain its literacy rate and continues to face challenges in the field of education. Thankfully, the education department of the province is taking several measures to elevate the current standard of teaching and learning by encouraging locals to send their children to school and youngsters to continue their education.
Roles and Responsibilities of BEMIS
The primary goal of BIEMS is to increase the current literacy rate across the province and to elevate the current standards of teaching and learning in Balochistan. Here are some more roles and responsibilities of BEMIS:
- Promote women’s education in the province by initiating projects such as the Balochistan Education Project.
- Increase the current rate of enrollment in schools, colleges, and universities.
- Provide equal opportunities and resources to every child and support their learning process.
- Train and educate teachers with the latest methods of teaching and classroom interaction.
- Add value to education and knowledge by building partnerships with parents and community members.
- Connecting pathways for higher education with a specific focus on female participation.
- Support all the departments working under BEMIS.
- Policymaking and planning for primary, elementary, secondary, college, and higher-level education.
- Formulating curriculum on all levels and providing all the necessary resources to schools, colleges, and universities to follow the syllabus.

Elementary & Secondary Education Department, Khyber Pakhtunkhwa (KPESE)
The education system in Pakistan is decentralised, and provinces are individually responsible for policymaking and monitoring. Just like BEMIS, KPESE is a school management department that oversees educational and literacy matters in Khyber Pakhtunkhwa. Its primary focus is to establish, coordinate, educate, and enforce educational laws across the province. It also works under the same system as Balochistan’s education department, i.e., Education Management Information System or EMIS.
Similar to what we’ve mentioned before, EMIS in KPK is a computer-based system that stores and provides data to facilitate teaching and learning activities across the province. Not to mention, it also takes account of the operational schools, ratio of enrollment, and the quality of education in the northern areas of Pakistan.
