Update (Feb 02, 2021): The Rawalpindi Development Authority (RDA) has recently introduced an online facility at its One Window Operations Centre (OWOC) to enable the residents of the city to submit their applications and receive a copy of the decision from the same centre in a fixed period of time.
RDA Chairman Tariq Mehmood Murtaza inaugurated the new online facility, which has been launched with the collaboration of Punjab Information and Technology Board, to provide clearance to documents related to plots and property.
Speaking at the occasion, Murtaza said the new facility had been established in line with the vision of Prime Minister Imran Khan, as it will create ease of doing business, boost the investment and generate new employment opportunities. As per the reports published in leading newspapers, the services offered at the centre include transfer of plots, approval of maps and other RDA-related work.
“I am trying to make this online facility process better so that the people don’t have to visit the office and inconvenience is avoided,” the chairman added.
He also announced that a period of 30 days has been specified for the approval of the map and construction completion certificates, while the NOC of change in land use will take 45 days. Moreover, the authority has fixed 60 to 75 days for the permits of the housing societies.
The Rawalpindi Development Authority, more commonly known as RDA, is the primary government body responsible for the development, maintenance and growth of Rawalpindi – one of the biggest cities in the province of Punjab. About Rawalpindi Development Authority
The Rawalpindi Development Authority is a government body responsible for the provision of municipal and town services in the city. It was founded as an autonomous body in May 1989 as a replacement for the Rawalpindi Improvement Trust under the Punjab Development of Cities Act, 1976 with an aim to enhance, improve and develop the rapidly-expanding metropolis. However, it started functioning in March 1992.
The RDA primarily oversees the development work and implementation of growth plans in Rawalpindi to cater to the safety and lifestyle demands of the increasing population. It works towards transforming the city with the joint efforts of the government, the private sector and the public.
The provincial minister for finance serves as the chairman of RDA.
The Rawalpindi Development Authority has four directorates:
- Directorate of Engineering
- Directorate of Metropolitan and Traffic Engineering
- Directorate of Land and Estate Management
- Directorate of Administration and Finance
The main objectives of the RDA include:
- Establishing a cohesive environmental and regional development approach
- Ensuring optimal utilization of planning and development resources along with effective and economical utilization of land
- Setting up a comprehensive system to improve the quality of life among the residents of Rawalpindi
- Devising and implementing effective policies for the residential, commercial and industrial development in the city
Functions and Services of RDA

- RDA is responsible for land development and management of real estate projects in Rawalpindi
- It launches residential and commercial schemes, particularly as a joint venture and on Build–Operate–Transfer (BOT) basis
- It has the authority to approve and oversee private housing schemes in Rawalpindi and all sort of other development projects
- The government body is responsible for planning and implementing both short and long term development projects, including the construction of roads, corridors and bridges, design and preservation of traffic and transportation, education facilities, health services and more
- The Rawalpindi Development Authority works for the preservation and improvement of the city’s environment
- It is responsible for the provision and maintenance of water supply, sewerage, drainage and solid waste management services in Rawalpindi
- The RDA can buy, sell, exchange, lease or dispose of both movable and immovable properties vested in it
- The government body can undertake any development works and incur any expenditure
- It can procure machinery, equipment and material as required
- The Rawalpindi Development Authority can enter into contracts and issue interim development orders
- The authority works towards the beautification of the city, by overseeing the maintenance of major roads, parks, playgrounds, government buildings and billboards

Major Achievements of RDA
The Rawalpindi Development Authority has played a significant role in the development of Rawalpindi.
