Prime Minister Imran Khan launched the flagship affordable housing project on 10th October, 2018 titled “Naya Pakistan Housing Programme”, where the government plans to construct 5 million affordable houses over the next five years for the underprivileged. The project aims to alleviate the country’s housing shortfall of close to 10 million houses, with 0.7 million houses added to this demand each year.
Apart from providing affordable houses to the underprivileged, the project is expected to create millions of jobs and benefit almost 40 industries that are directly involved in real estate. It is expected to provide as many as 6 million jobs and create demand in real estate related industries. In addition, it is expected to attract a significant amount of Foreign Direct Investment (FDI).

After the Prime Minister launched the project, National Database Registration Authority (NADRA) issued the registration form for Naya Pakistan Housing Programme. Initially, a pilot project has been initiated in seven districts around Pakistan: Sukkur, Quetta, Gilgit, Muzaffarabad, Swat, Islamabad, and Faisalabad.
The primary purpose of the form is to collect data which will form the basis of housing specifications, including designs, prices, and sites for the applicants.
Who can apply for Naya Pakistan Housing Programme?
Following is the eligibility criteria of the people looking to apply for Naya Pakistan Housing Programme:
- Only one person per family is eligible to apply for the scheme. A family includes husband, wife, and children.
- Candidates who do not own any independent residential unit in Pakistan will be given preference.
- You will also have to deposit a fee of PKR 250 along with this registration form when you submit it.
How can you submit the form for Naya Pakistan Housing Programme?
NADRA issued registration forms for the project mere hours after the Prime Minister announced it. The application forms can be downloaded online from NADRA’s website. These forms, shared below, can be filled and submitted in the two months from October 22 to December 21, along with the registration fee, in the selected district offices given below, along with a registration fee of PKR 250.

Muzaffarabad: DC Office, old secretariat, Muzaffarabad.
Swat: DC Office, District Court, Mingora, Swat.
Islamabad: NADRA Mega Center, Blue Area, Islamabad.

There is no category specifically for overseas Pakistanis but there is nothing that bars them from applying either.
This scheme is primarily for the under privileged persons. All those already comfortable must let the poor to be benefited out of this excellent scheme,

Is it necassary for an applicant to be a resident of respective city for which he is applying?
No, the forms ask the applicant to mention the city he wants to live in.
No such restrictions have been placed so far but you will have to confirm this with the authorities. However, you can only apply for a home in the seven districts mentioned in the form and the blog. You can choose whichever district your like out of those.

In order to collect correct data of shelter-less persons, it was necessary for the Govt. of Pakistan to seek applications/demands on the prescribed form from such persons residing in all districts of Pakistan instead of 7 Districts and then it was discretion of the Govt. to start housing project in the Districts of their choice turn by turn. From pick and chose policy of Districts, correct data of house-less persons cannot be collected. By selection of only 7 Districts, there is no chance of success of the Housing Programme.

However, please note that according to a news report only government employees on BS-1 to BS-16 can apply. Please also note that according to a latest report, 10 more cities: Lahore, Kasur, Sialkot, Jhelum, Bahawalpur, Layyah, Multan, Vehari, Rahim Yar Khan and Gujranwala will also be included in Naya Pakistan Housing Program in the beginning of the next year.

You will have to confirm this with the authorities because no information on this has been shared so far. Indeed, the submission of forms begins from 22nd October, perhaps then we might find out more about how submissions can be made. It is possible that even if you are unable to courier, you may be able to ask a friend or family to submit it for you. Please also note that in the beginning of next year, you may be able to apply for home under NPHP in Lahore too since, according to the latest announcement, 10 more cities will be added to Naya Pakistan Housing Program and one of the cities is Lahore.

No prices have been announced yet since we are still at a data gathering and pilot phase. But from previous reports, it was expected that prices are going to be around PKR 300,000 per marla for homes. These were just tentative reports, however.

Lahore is not yet included in the pilot phase, it will be included the phase that is expected to be launched next year.

That is a pertinent question, sir. The news report which says that only BS-1 to BS-16 can apply is an isolated news report. I suggest you confirm it with the authorities, just to be sure.

Yes, you can apply even if you have a home. The requirements/conditions only say that you will be given a preference if you don’t have a home. It doesn’t bar people having a home from applying.

For now your best option may be to wait, though you can also submit the form through some family or friend who lives in one of the cities included in the first phase of NPHP.
