About the Higher Education Commission of Pakistan
The Higher Education Commission of Pakistan, also known as HEC, is the primary government body responsible for the development of the higher education system in the country. It was established in 1947 as the University Grants Commission. However, in 2002, it was revised into HEC under the leadership of the commission’s founding chairman Dr Atta-ur-Rahman.
The HEC works under the Government of Pakistan to fund, oversee, regulate and accredit the universities and other degree-awarding institutes across the country. Some of the most noteworthy functions of HEC include:
- Development of infrastructure for the higher education system
- Providing qualified students with national and foreign scholarships
- Upgrading the degree-awarding institutes
- Revising the curriculum
- Faculty development
- Awarding research grants
- Online degree attestation
- Patent filing support
- Encouraging and overseeing research collaboration between educational and corporate sectors

What is HEC e-Portal?
Whether you want to apply for the prestigious Commonwealth Scholarship or the Fulbright Degree Programme, you must know the HEC serves as the nominating body for almost all national and international scholarships for students in Pakistan. Similarly, if you are an unemployed PhD degree holder looking for interim placement, the HEC Pakistan can help facilitate you based on merit and quality.
To apply for any Higher Education Commission programme, scholarship or grant, one must complete their HEC account registration through the e-portal launched in 2018.
The HEC e-portal is easy-to-navigate with a very user-friendly interface.
HEC Registration Process
Here is your step-by-step guide on how to complete your HEC account registration.
Step 1: Visit the HEC e-portal
Open your browser and visit the official HEC e-portal to start your registration procedure.
Step 2: Create an Account
You will be required to enter the following details
- Select your nationality
- Choose your CNIC type
- Enter CNIC number
- Select your region
- Add a password
- Enter a primary cell phone number to receive a unique code
- Enter the SMS code received on your cell phone
- Add an email address to receive a confirmation email with a unique
- Complete code verification and click submit
You’ll receive an email confirmation to complete the HEC registration process.
Step 3: Create a Profile
Sign in to the HEC portal by using your User ID (CNIC number) and password. If you face an HEC e-portal login error, click on ‘Forget Password’ to receive an email detailing how to solve the issue.
Once you enter the interface, click on ‘My Profile’ in the left-hand navigation panel. This will allow you to enter your personal, educational and professional information in the portal.
You can start by clicking on the ‘Personal Detail’ tab and entering your full name, marital status, biographical information, father’s name, and ID details. After filling all the relevant fields, click on the ‘Next’ button to be redirected to the next profile category. In case you want to complete your HEC profile at a later time, just click on ‘Save and Close’ to make sure all of your information has been properly saved.

Make sure the information you’re adding is accurate and don’t forget to upload a fresh photo onto the portal. Otherwise, your HEC registration procedure won’t complete.
Step 4: Upload Documents
Click on the ‘Document Upload’ tab once you’ve saved all of your information on the portal.
This page has two sections: personal details document list and educational documents list. In the first section, you have to upload the scanned images of the back and front of your CNIC. If you don’t want to upload the copies of your CNIC, you can add the scans of your Domicile, passport or even B-form.
In the second section, you will be required to upload the transcripts and degrees of your secondary education, bachelors, masters and PhD.
If you want to apply for HEC attestation of your educational documents, you can click the ‘Apply for Degree Attestation’ button on the page. Otherwise, simply click on ‘Save and Close.’
Your HEC online registration process is now complete.
Step 5: Fill the Relevant Application Form
You can use your newly-created HEC profile to do the following:
- Lodge a grievance against a university
- Apply for scholarships and grants
- Apply for fellowship programmes
- Get local and foreign degree equivalence
- Apply for interim placement of fresh PhDs
- Apply for innovative and collaborative research
- Fill the HEC application form for the Prime Minister Electric Wheelchair Scheme
- Online HEC degree attestation
- Admission of foreign students under self-finance scheme
- Access Pakistan Qualification Register
- Access internal portal for universities, and more
