About the Higher Education Commission of Pakistan
The Higher Education Commission, more commonly referred to as HEC, is an institution that functions under the Government of Pakistan to provide and oversee the primary funding, regulation and accreditation of the higher education institutions in the country. Established in 1947 as University Grants Commission (UGC) before being revised into HEC in 2002, the commission is responsible for the development of the higher education system in Pakistan.

What is the HEC Journal Recognition System?
The HEC Journal Recognition System is an online collection of HEC approved journals. It was launched earlier this year to promote quality research across various fields of study. HJRS categorizes HEC recognised journals into three different categories namely W, X and Y based on their quality, which is measured by internationally recognised and benchmarked prestige parameters referred to as Journal Prestige Index (JPI).
This new online system includes a vast range of HEC research journals from all disciplines and subject areas according to the Journal of the American Chemical Society (JACS).
You can access the HEC Journal Recognition System directly or by visiting the official HEC website and hovering your cursor over ‘R&D’ in the top navigation panel. Select ‘HEC Recognised Journals’ from the drop-down menu and you will be redirected to a webpage containing all the relevant information and links to the updated list of HEC recognised journals in the following disciplines:
- Engineering and Technology
- Health Sciences
- Natural Sciences
- Agriculture
- Social Sciences
- Arts and Humanities
- Management Sciences and Economics
- Multi-Disciplinary
HJRS Categories and Medallions
The HEC Journal Recognition System uses the Journal Prestige Index (JPI) measure to calculate the relative position of HEC recognised journals in the system and classify them into W, X or Y categories.
It is important to mention that HEC approved journals of the highest quality are assigned to Category W while Category Y is considered the lowest. The classification of HEC recognised journals by category makes it easier for scholars and researchers to access the most credible sources of information.
Moreover, HJRS is a relative threshold-based system. That means it uses different medallions to denote predictive assessment of HEC approved journals that can be downgraded to a lower category or promoted to a higher quality in future. These medallions are awarded to each journal after researchers use various measures to compare its quality in a subject area and associated subcategories to other journals focusing on the same area.
Let’s take a look at the descriptions of medallions in HJRS used for all national as well as HEC recognised international journals.
Platinum: The HEC recognised journals bearing Platinum Medallion have the almost negligible possibility of being downgraded from Category W
Gold: The Gold Medallion means the journal has very low probability being downgraded from Category W
Silver: The HEC approved journals with Silver Medallion have a low possibility of being downgraded from Category W
Bronze: The HEC recognised research journals that have Bronze Medallion are likely to be downgraded from Category W
Honourable Mention: The HEC research journals with the Honourable Mention Medallion have a low possibility of being elevated to Category W
Clay: The Clay Medallion means the journal has a very low probability of being moved to Category W from a lower category
Null: The Null Medallion points to a journal having a negligible probability of being upgraded to Category W
How to Find the List of HEC Recognised Journals in HJRS
The HJRS has a user-friendly interface, making it easy to navigate.
If you are looking to find the latest list of HEC approved journals, you must visit the HJRS portal and enter the Journal Name in the search bar and click on ‘Find Journal’. If you don’t know the name of the journal you are looking for, you can also enter its International Standard Serial Number by clicking on the ISSN button above the search field.
In case you are not sure of the ISSN either, simply click on the ‘Discipline-Wise Search’ tab in the top navigation panel. This will lead you to a webpage comprising several fields with drop-down menus. Here, you can select the ‘Area,’ ‘Subject Area,’ ‘Subject Sub-Area’ and ‘HJRS’ category.
Once you find the journal you are looking for, click on its title to see its JPI score, medallion and HJRS category along with other information.
