The Gwadar Development Authority of Pakistan, also known as GDA, is a regulatory body working for the provision of municipal services in the rapidly-growing port city of Gwadar in Balochistan. It is a public and government sector corporation that oversees the development of infrastructure and other facilities in the coastal region that has become the focal point of the China-Pakistan Economic Corridor (CPEC) in Pakistan.

About Gwadar Development Authority

When the development work started on the Gwadar Port in March 2002, the massive growth of the region was imminent. Therefore, the Gwadar Development Authority was established in October 2003 to both plan and regulate the development in the city. The Gwadar Town Planning Regulations were also adapted shortly after the establishment of GDA. The Gwadar Master Plan was also introduced, though, at the time, it only suggested the land use initially.
The development of internal road network, land zoning as well as the vision for the future of the port city were also finalized after the establishment of the Gwadar Development Authority. Along with regularizing the land in Gwadar, the GDA is also responsible for managing the public and private schemes being constructed in the city, implementing the Gwadar Smart Port City Master Plan.
Chief Minister Balochistan serves as the Chairman of the GDA governing body. He oversees the Director-General, who supervises the directors of the authority, including Director Town Planning, Director Environment, Director Administration, Director Finance and Account, Director Estate and Land Management, Secretary to Governing Body, Chief Engineer and the Controller Building.
It is also important to mention that even though GDA is a government body, it does not devise the policy but solely monitors and manages the development in the coastal city of Gwadar. This is because all land in the fast-growing port city belongs to private owners. The role of the Gwadar Development Authority is that of a manager.
Functions of the Gwadar Development Authority

Development in Gwadar
The development work in Gwadar is underway at a rapid pace under the supervision of the Gwadar Development Authority.
The port city located in Balochistan, which is home to some of the most pristine beaches in Pakistan, is on its way to becoming one of the biggest commercial hubs in the world. Owing to its strategic location, the completion of the deep seaport will open trade routes between China and Central Asia. This makes Gwadar one of the most important parts of the CPEC.
The Gwadar Free Trade Zone located just 7 kilometres from Gwadar Port has also drawn significant investment to the region. It has been designed along the lines of Special Economic Zones in China. The geographical location of the city, as well as the approved tax exemptions for the investors, have solidified the position of Gwadar as the main player in the business relationship between China and Pakistan. In October 2019, the government of Balochistan also unveiled the Gwadar Master Plan 2050.
