About the Excise, Taxation, and Narcotics Control Department, Sindh
Initially established in 1908, the Excise, Taxation, and Narcotics Control Department of Sindh used to operate under the jurisdiction of the provincial government, and its primary purpose was to collect taxes and keep a check on narcotics in the province. The department started functioning as an independent unit in 1971. Currently, the two primary functions of this excise department in Sindh are tax collection and narcotics suppression.
As per the official website, the goal of the Excise and Taxation Department, Sindh is:
“To rationalize/simplify the system of collection of provincial taxes/levies/cess to provide all possible facilities to the taxpayers and to boost up the government exchequer & to clamp down drug traffic/abuse, which is a pervasive and multifaceted curse and affects every aspect of not only the Pakistani society but the International community as well, which needs a well-coordinated, concerted and synergistic efforts on part of not only all the Government Agencies/Departments but also International Agencies/Donors including civil organizations/NGO.”
Types of Taxes Being Collected by the Excise and Taxation Department, Sindh

Property Tax | The tax imposed on immovable assets is known as property tax. The excise department of Sindh collects property tax as per the Sindh Urban Immovable Property Tax Act, 1958. Section 7 of the aforementioned act mandates every property owner to evaluate their assets every five years. According to the department’s official website, a large portion of the department’s revenue is generated through property tax since they are one of the major taxes collected by the department. |
Professional Tax | As the name implies, professional tax is a particular type of tax collected from professionals and individuals who want to sustain their right to practice any profession. |
Infrastructure Tax | This particular type of tax applies to all goods and merchandise entering the province either by sea or air. As per the official website, “A Cess @ 0.85% (@0.125% of Gold only) is levied on the C and F value of goods as determined by the Customs Department”. |
Motor Registration Fee and Tax | Motor registration – also known as vehicle registration – is the recording of automobiles, motorcycles, and any other vehicles into the official records of Sindh’s excise department. According to the official website, vehicle registration is mandatory/compulsory to prove the ownership of a vehicle. Not to mention, it proves to be extremely beneficial during the sale or transfer of ownership. There are approximately 2.6 million registered vehicles in Sindh, and the number only keeps on growing. The motor tax is levied under the following terms [as quoted on the official website]: – Every motor vehicle registered in any district is supposed to get registered in the records after paying a registration fee. Meanwhile, the owners are obliged to pay due taxes on the registered vehicles. – The annual motor vehicle tax is charged under the Sindh Motor Vehicle Taxation Act, 1958 and Motor Vehicle Rules, 1959. |
Hotel Tax | Hotel tax is levied on hotels across Sindh, and every hotel owner is required to declare the particulars of their hotel on Hotel on Declaration Form H.T-1, annually. According to the official website, the hotel tax is assessed during the financial year, and it involves three basic things. First, the tax is declared on the return/documents filed. Secondly, an inspection officer visits the field and assesses the tax. In the end, the hotel owner is given an opportunity of being heard. The total tax amount is submitted via crossed cheque and collected on monthly installments, and it can be divided into 12 months. Meanwhile, the Excise and Taxation Officer prepares the tax challans manually. |
Excise Duty | The Excise and Taxation Department of Sindh oversees the production and distribution of the below-mentioned articles: – Denatured Spirit – Intoxicating liquor (PMFL and Beer) – Methanol – Rectified Spirit According to the official website, the excise matters are dealt under the following enactments: – Prohibition (Enforcement of Hold) Ordinance, 1979 – Sindh Excise Manual Volume-I – Sindh Prohibition Rule, 1975 – The Sindh Abkari Act, 1879 |
Cotton Fee | Cotton crops comprise a large part of Pakistan’s agriculture. The cotton fee is imposed according to the Cotton Control Ordinance, 1968 under the following terms [as quoted on the official website of excise department]: – The base of the cotton fee is the quantity of raw cotton brought for ginning in the cotton ginning factory. – The rate of cotton fee is PKR 10 per 100 kg of raw cotton. |
Entertainment Duty | Just like the name sounds, entertainment duty is imposed on recreational spots like cinemas, amusement parks, sports complexes, gymnasiums, auditoriums, etc. According to the official website of the excise department: – No duty is being collected from cinemas as of now. – 10 percent of the admission fee is collected from places where dramas, plays, and other recreational programmes are staged. – For gaming and sports complexes, at least 5 percent of the admission charges will go to the excise department. – Items of amusement other than above 25% of the payment for admission. |
