Update: (April 8, 2021): Taking the convenience of cars and bike owners in Islamabad to a whole new level, the Excise and Taxation Department has recently launched a doorstep service for registration for vehicle ownership and other taxation-related matters.
The announcement of the home service was made for the safety and well-being of ETD Islamabad’s staff members and the general public amid the third wave of the COVID-19 pandemic.
As per the official statement of the Director of the Excise and Taxation Department (ETD), Islamabad), citizens of the capital city can now make an appointment on ETD’s official website to avail of the newly introduced home service from 3 to 7 pm during the working days.
The excise and taxation department, Islamabad, also known as Islamabad’s excise department, collects different taxes and excise duties for the capital city. Some of the taxes collected by the government department are professional tax, bed tax, education cess, real estate and motor vehicle dealer tax etc. Excise Duty, on the other hand, are indirect taxes imposed on goods that are directly or indirectly polluting the environment and are dangerous to consumer’s health. Excise duty includes entertainment duty, liquor permit, liquor license and tobacco vendor fee. Types of Taxes in Islamabad

ProfessionalTax | As the name suggests, it is levied on the income generated from any profession or trade. This does not include the excise duty imposed under other laws | Applicants have to visit the excise and taxation department to submit the tax. You also need to bring along the following documents: Application to Excise and Taxation Officer on the official letterhead, a copy of CNIC, National Tax Number (NTN), a copy of SECP registration, leasing agreement, employer’s monthly salary sheet, income tax and sales tax of previous years and the deposited fee challan | The tax amount should be paid to the State Bank of Pakistan/National Bank of Pakistan, E&TD branch in the account number: B01601. Bed Tax | Bed Tax is levied and collected from hotels operating in the federal capital that have at least twenty five lodging units. A Bed Tax is charged at the rate of 5% of the invoice that excludes Sales Tax and other applicable taxes. | The applicant has to visit the excise and taxation department to submit the Bed Tax. Real Estate/Motor Vehicle Dealer Tax | All real estate and motor vehicle dealers who have their offices within the boundaries of the federal capital are liable to pay these taxes | The following documents should be delivered to the excise and taxation department: Application to ETO, a photocopy of leasing agreement, a photocopy of National Tax Number (NTN), a photocopy of owner’s CNIC, any paid utility bill and paid fee challan | The following fees must be submitted to get the license certificate: Security amount of PKR 10,000/- and registration fee of PKR 2,000/-. The account number is B03053 and should be submitted in the State Bank of Pakistan or National Bank of Pakistan. Remember, the license certificate will be renewed each year by paying a renewal fee of PKR 600 |
Education Cess | This is collected under the ‘Workers Children Ordinance 1972.’ Any company that comprises more than ten employees should pay this tax. The purpose of this tax collection is to support the education of the DC office staff’s children. Around 98% of the collected tax revenue is spent on it, while the remaining 2% is spent on the Excise and taxation department, Islamabad | For the payment of concerned tax, bring along the following documents to the Islamabad’s excise office: Application to ETO, filled and signed form of EC – I, a copy of National Tax Number (NTN) Certificate, salary sheet of the list of employees and the paid fee challan | PKR100 is charged per employee working in your firm. The fee challan should be paid to SBP or NBP. Make sure you submit 98% of the amount in Account No.:- G-12504 and the remaining 02% amount in Account No. B – 03021 |
Excise Duty
As mentioned, excise duty is charged on things that are directly or indirectly causing harm to the environment such as the tobacco industry. These taxes are levied to create a hike in prices, which in turn discourages customers to buy products that are injurious to health.
Entertainment Duty is charged on all events that have an entry ticket. The event organisers must inform beforehand and also submit the following documents beforehand: Application to ETO, brochure/pamphlet of the function, schedule of the function, the amount charged on entry tickets. 50% amount is charged on the entry ticket price, which means if the ticket is of PKR 500, then excise duty charged will be PKR 250. This means the customer has to pay PKR 750. Just like entertainment duty, there is excise duty levied on liquor license and on the purchase and sale of liquor and tobacco. Online Services
Biometric verification introduced by NADRA has helped different stakeholders like mobile operators and banks to verify that the person is a citizen of Pakistan carrying a valid CNIC. You can validate the biometric verification carried out by NADRA by entering the details on the website.
You can also avail the online services of excise and taxation office, Islamabad to check vehicle smart card status, vehicle registration and vehicle transfer ownership.
Vehicle Registration
With the availability of online platforms set up by Islamabad’s excise and taxation office, the process of verifying, registering or transferring the ownership of any vehicle can be easily done while sitting at home.
