The Capital Development Authority (CDA) has set up a committee to conduct a scrutiny of housing societies in Islamabad. The CDA will review any discrepancy between the original layout plan, the on-ground reality, and the implementation of the layout plan. In this blog, we will discuss how the top civic authority will examine the provision of amenities in private housing schemes of the capital and what action will be taken against schemes found violating the authority’s directives.

The CDA to Conduct Scrutiny of Housing Societies in Islamabad
The CDA is on a mission to take to task the housing societies that have violated the building by-laws and zoning regulations of the federal capital or have not followed the masterplan of Islamabad. The top civic authority has set up a task force to specifically scrutinise housing societies developed within the boundaries of the federal capital.
The committee responsible for examining housing societies in Islamabad is headed by the Director Master Plan CDA. Other members in the review committee are Director Planning and Evaluation, Deputy Director Master Plan, and a representative of the Cooperative Housing Department.
The survey of housing societies has already begun, and the four-member committee is investigating the use of amenity plots, which were allocated to different housing societies.
The purpose of setting up a task force to probe housing societies and private residential schemes is to examine whether the promised set of amenities were delivered to the residents or not. The scrutinising committee will visit various private housing societies, examine the layout plans of different projects, and compare it with the on-ground implementation of the layout plans.
Tasks of the Committee
The committee formed by the highest civic authority of the federal capital will take action against those housing societies found guilty of violating building by-laws and not living up to their promise of delivering mandatory facilities. The committee will particularly look at the residential schemes that have converted the dedicated areas meant for public amenities like parks, schools, and hospitals into residential and commercial plots and have put them up for sale to earn additional revenue.
The management of those housing societies that promised the provision of essential amenities such as hospitals, parks, playgrounds, and graveyards, but failed to provide them to their residents will be held accountable. The core task of the review committee is:
- To inspect private housing schemes and check the on-ground reality of widely marketed projects
- To examine the provision of promised amenities to residents
- To hold an inquiry if the reserved land meant for amenities like parks, schools, and hospitals has been commercialised.
- To review if a housing society has enough open spaces, playgrounds, and green areas
- To check if the housing society has the availability of various sewerage treatment plants and other such facilities
CDA’s Survey of Private Housing Schemes
As per the latest updates regarding the scrutiny of housing societies in Islamabad by CDA, the four-member task force has reviewed CBR Housing Society and Aghosh I-Housing Society situated in Zone-V, Islamabad.
The survey results of these schemes have revealed that the construction of these housing societies does not comply with the CDA’s approved layout plan.
The amenity plots allocated to benefit the public in the above-mentioned housing schemes are not in accordance with the layout plans approved by the CDA. The area or plots, particularly demarcated for playgrounds, recreational spaces, parks, health clinics, graveyards, and sewerage treatment plants, are not the same as shown in the approved design plan of CBR Housing Society and Aghosh-I Housing Society.
According to CDA’s survey team,
- CBR Housing Society has approximately 6,000 people living in 800 residential units.
- CBR Housing Society features a 100-bed hospital, two public parks, a partial graveyard, and a private school. There is an underground network of gas, electricity, sewerage and water lines.
- There are no public facilities offered to residents of Aghosh-I Housing Society. However, there is an underground network of electricity, gas, sewerage, and water lines.
- Aghosh-1 Housing Society hosts 300 residential units where 2,000 people are currently residing.
- As per CDA’s by-laws, every residential society must allocate around 2% of the total area for a graveyard. CBR Housing Society features a partial graveyard, while Aghosh-1 Housing Society does not have a graveyard.
- Both the above-mentioned housing societies also have commercial areas. Moreover, the use of areas proposed for graveyard and parks in the societies is deemed controversial.
