Update: (October 21, 2019): In a bid to develop sector I-15 Islamabad, the CDA has invited tenders of the pre-qualification of contractors for the infrastructure developments in the area.

The Capital Development Authority (CDA) plans to develop stalled sectors of Islamabad that have been neglected in the past as there was no progress for nearly a decade. This is great news for Islamabadians, especially for those who were allotted plots in Sector E-12, I-14 and I-15 Islamabad. These areas lacked proper infrastructure and, for a long time, it seemed they weren’t a part of the federal capital – but not anymore! With the recent decision taken in the 45th meeting of CDA-Development Working Party (DWP), the wait is finally over. Moreover, a total of 23,827 housing units will be added to Islamabad’s real estate market, as a result of this initiative.
Let us now discuss how this will benefit the residents of the city.
CDA Develops Stalled Sectors of Islamabad
The CDA-DWP in its 45th meeting has approved Project Cost-I of five stalled sectors in Islamabad, including E-12, I-15 & I-14. Apart from these 3 sectors, the residential areas that have seen much neglect in the past decade will be developed like the sector G-5 and I-11. We will discuss each of these sectors one by one.
Development of Sector E-12, Islamabad
E-12 was launched around four decades ago, but no development work was carried out in the sector. Possession of the land was also withheld and no efforts were made to resolve the issue and resultantly the sector remained neglected even after four decades. Now, the present management has initiated development work in the sector. In this context, PC-I for the development of E-12, which amounts to PKR 6630.2 million, was presented in front of the CDA-DWP for consideration. In the meeting, the CDA approved the PC-I for Sector E-12.

You can buy a plot of 5 and 10 marla in E-12, Islamabad. For those wanting to buy a smaller sized plot of, let’s say, 5 marla can keep a budget of PKR 60 lakh to PKR 87 lakh. A 10 marla plot in E-12 can be bought anywhere between PKR 90 lakh and PKR 1.6 crore. You can buy a 1 kanal plot in E-12 with a price range of PKR 2 crore to PKR 3.5 crore.
Development of Sector I-14, Islamabad
I-14 is comparatively a developed area than sector I-15. The sector has further divisions with a central commercial area, Markaz, for each neighbourhood. The sector was established by CDA and is located towards the south-western edge of the capital city. I-14 also connects to Rawalpindi to the south. I-13 lies to its east and I-15 towards its west. The sector offers opportunities for buyers with low income as the plots are economically priced since the residential area is located on the outskirts of Islamabad near Peshawar Road.
I-14 will be further developed as the PC-1 has been approved in the 45th meeting of CDA-DWP. The amount of PKR 3112.162 million has been approved by the authority.

Development of Sector I-15, Islamabad
As per a news report published in a local English daily, “I-15 was designed exclusively for low-income residents in 2005. It has 10,289 plots and the CDA has taken possession of more than 90 percent of the sector’s land, but has not begun developing the sector. The authority did allocate Rs1 billion to develop I-15 in the 2018-19 fiscal year budget, but work in this regard was not started.”
In the meeting, a budget was allocated for the development of I-15, Islamabad. A PC-1 of PKR 5656.24 million have been approved in the CDA meeting held this month.

As the purpose of developing sector I-15 was to facilitate people belonging to the low-income group, therefore most of the plots are of the 5 marla category. A 5 marla plot up for sale in I-15 is available at a price range of PKR 25 lakh to PKR 42 lakh.
Development of G-5, Islamabad
Apart from the above mentioned areas, CDA plans to develop stalled sectors of Islamabad like G-5 and I-11.
The PC-1 of these sectors has also been approved and the development work will commence soon. For the development of the sector G-5, an amount of PKR 343.79 million has been approved. It was decided in the meeting that under the infrastructure development of G-5 “roads, carpeting footpaths, drainage, water supply and sewerage system improvement would be carried out while existing road infrastructure in sector G-5 would also be upgraded.”
Development of Sector I-11, Islamabad
For I-11, a budget of PKR 2618.25 million has been approved. As mentioned on CDA’s website, “Under these approvals development of complete infrastructure of the sectors including service roads, major roads, drainage network, sanitary sewerage system including smart STP, water supply lines, culverts, bridges of service road, complete underground electrification network including grid station, overhead and underground water reservoirs, underground services etc. would be developed.”

You can buy a 5 marla plot in I-11 in the PKR 50 lakh to PKR 1.25 crore range.
In light of CDA’s plan to work on the stalled sectors of Islamabad, a complete infrastructure overhaul is expected to take place in these residential areas. The positive development will most likely attract more investors to CDA-affiliated sectors in Islamabad.
