Just like Galiyat Development Authority (GDA) in Galiyat, Malir Development Authority (MDA) in Karachi and Lahore Development Authority (LDA) in Lahore, there is a primary body in the capital city to oversee all the developments. This blog will provide you with a complete overview of the services, complaint management system, projects and more about Capital Development Authority (CDA). So, let’s begin.
Overview Of Capital Development Authority (CDA)
Before we talk about the responsibilities of the authority, it is important that we discuss how it came into being because after the independence of Pakistan, the capital city of the country was Karachi. So let’s see how the authority was formed.
History Of CDA
After independence, Karachi was chosen as the capital of Pakistan but there were more than a few issues the government faced and felt that it doesn’t qualify for the needs of a capital city. Among the issues, the government faced, one was that the number of buildings the port city had were inadequate and not up to the mark. Two other issues that the city faced at the time were its climate and pressure it was facing socially, politically and economically. The structure and development of the port city was not the ideal to carry out the duties of capital as well as manage the influx of people migrating as a result of independence.
Building a new capital was the only solution which would be planned and developed, as per the needs of government. Extensive research was carried in order to locate a site perfect for the new capital city and it was named Islamabad. Exactly after 20 years, the then government of Pakistan changed the capital city from Karachi to Islamabad. An executive order was also passed for the creation of an organization that will overlook the infrastructural planning, development and maintenance of the newly built capital city. The executive order was later superseded by the CDA ordinance issued on June 27, 1960, which laid the foundation of powers, responsibilities and jurisdiction of the authority.
Responsibilities Of CDA
Capital Development Authority (CDA) is the apex civic authority that is responsible for the town planning, building and maintenance in Islamabad. Its responsibilities also include the coordination with other authorities such as Metropolitan Corporation Islamabad (MCI) and administration of Islamabad Capital Territory in order to achieve uniformity in planning and development of the capital, as per CDA Ordinance 1960.
The second objective of CDA Ordinance 1960 was to authorize CDA to execute other functions as well including municipality, health, cleanliness, education and provision of goods. For this purpose, CDA had built a model school and a hospital a few years after the new capital city of Pakistan was built.
