In a bid to empower the unemployed youth, the government of Punjab launched e-Rozgaar Programme to provide training opportunities to young freelancers. The training programme, which aims to enhance the professional skills of the young generation and assist them in earning an honourable living by means on internet-based freelancing, is a joint initiative of Punjab Information Technology Board and Youth Affairs, Sports, Archaeology & Tourism Department. Also known as ‘Chief Minister’s e-Rozgaar Program,’ it was introduced in mid-2017 and has trained more than 16,000 candidates so far.
The main purpose of the e-Rozgaar training programme is to equip the youth with self-employment opportunities to ensure they earn a steady and sustainable income. The government has set up more than 40 e-Rozgaar centres and co-working places across 36 districts of Punjab to train the shortlisted candidates.
At a time when freelancing is increasingly being considered the future of the work industry, e-Rozgaar Programme is not only training budding freelancers so that they can earn a living but is also playing a huge part in helping Pakistan rank higher in the global freelance market.
Before we discuss the procedure to apply for e-Rozgaar Programme by Punjab government, let’s take a brief look at what the initiative actually entails, freelancing in Pakistan, eligibility criteria for the programme and the available course tracks.
What is e-Rozgaar Programme?
Led by Chief Minister of Punjab Sardar Usman Ahmad Khan, the e-Rozgaar scheme is designed to reduce unemployment among young people in the province. With an emphasis on improving the digital skills of the youth, the goal of this training program is to enable the candidate to secure a long-term source of income by being a part of the global freelancing industry, also known as the gig economy.
Basically, the e-Rozgaar training programme offers free-of-cost training in three domains: technical, content marketing and advertising and creative design. Each of these courses is 3.5 months long.
Freelancing in Pakistan
A lot of people confuse freelancing with a regular work-from-home job.
To put it simply, freelancing can be defined as a profession where instead of working for a company or an organization, an individual provides contract-based services to a number of different clients using his or her skills and experience. A freelancer can work for multiple employers and take on several assignments at the same time, depending on their expertise and ability to deliver on time. It’s a short-term work, commonly referred to as a gig.
Over the past couple of years, freelancing in Pakistan has progressed at an incredible pace. According to a report published by the State Bank of Pakistan for the fiscal year 2018-19, Pakistan has become the third most popular country in the global freelancing market, drawing the attention of international companies looking to outsource tech jobs. Currently, the freelance industry in Pakistan is earning a revenue of over half a billion dollars. However, this number can increase approximately four times over the next five years if the government takes more step towards training freelancers in Pakistan.
The Eligibility Criteria for e-Rozgaar Programme
Here are the e-Rozgaar Programme requirements you will need to fulfil in order to apply for the training scheme launched by the Government of Punjab.
- Applicant must have completed at least 16 years of education
- They must be between 22 and 35 years of age
- Valid Computerized National Identity Card (CNIC)
- Domicile of Punjab
- Good writing and communication skills
If you have a full-time job, you won’t be eligible to apply for e-Rozgaar Programme as the timing of training will coincide with working hours. Similarly, students currently enrolled in an undergraduate program cannot apply for the programme until their studies are completed.

Following documents are required for the e-Rozgaar registration process.

It is important to note that freelancing course is included in all training programmes. Also, you can only apply for a single course track.
How to Apply for the e-Rozgaar Training Programme?
Let’s take a look at the application process for e-Rozgaar Programme by Punjab government.
Step 1: Visit the official e-Rozgaar Programme website
Step 2: Click on the black ‘Apply Now’ button that will take you to the e-Rozgaar registration form.
Step 3: Fill in the empty fields by entering your CNIC number and confirming it. Then, read the undertaking below and check the ‘Agree’ box to proceed to the next step.
Step 4: Fill in the blank fields on the candidate registration form. Select your course track as well as district before submitting it.
Step 5: You’ll shortly receive an email and/or SMS containing your username and password for the e-Rozgaar online test. In case you don’t receive an email in your inbox, check your spam or junk mail folders.
Step 6: Take the 30-minute online text
Step 7: After successful registration, wait for a shortlisting email.
Step 8: Once shortlisted for the chosen course track, upload the required documents online.
Step 9: Verify your original documents and sign joining and undertaking.
