What Is Meant By ‘Person With Disability’?

According to the Disabled Persons (Employment & Rehabilitation) Act, a disabled person means someone “who, on account of injury, disease or congenital deformity, is handicapped for undertaking any gainful profession or employment in order to earn his livelihood.” It also includes a person who is blind, deaf, physically handicapped or has an intellectual disability.
What is a Disability Certificate?
Disability Certificate can be defined as an official document or a registration certificate issued by the provincial government. It allows people with disabilities to have their rights and help them avail certain benefits and facilities. This document also includes the findings of the Disability Assessment Board about the nature of disability of the certificate holder.

- About 50 percent concession on total charges of air, railway and road fares
- Free medical treatment in all government hospitals and dispensaries
- About 30 percent discount in utility stores
- Provision of rehabilitative aids wheelchairs, artificial limbs, and hearing devices, among others, for PWDs
- Special quota in Federal and Provincial Public Service Commission
- Special relief on the import of wheelchairs and other items related to disability
Eligibility Requirements
As per the Disabled Persons (Employment & Rehabilitation) (Amendment) Act, 2012, any individual with a disability can apply for a Disability Certificate in Pakistan. These certificates are issued on both a temporary and permanent basis.
To obtain a Disability Certificate in Punjab, the applicant must be a resident of the province and must apply for assessment and registration through their concerned Social Welfare District Officer.

Step 1: Obtain the prescribed registration form from the Punjab Social Welfare Office located in DHQ Hospital or the Office of Deputy Director of Social Welfare
Step 2: Fill the form and attach the required documents. Some documents may require the stamp of a Gazetted Officer
Step 3: Submit the disability form at the Punjab Social Welfare Office or the Office of Deputy Director of Social Welfare
Step 4: Wait for the Social Welfare Officer to prepare the case and schedule a meeting of the Medical Board for the Disability Assessment
Step 5: Appear before the Disability Assessment Board on the scheduled date and time
Step 6: One recommendation of the medical board, the Punjab Social Welfare Department will issue the Disability Certificate in the favour of the PWD
Step 7: Collect the certificate from the Office of Deputy Director of Social Welfare on the given date
