The “Apni Chhat Apna Ghar” Program, launched by the Chief Minister of Punjab, is designed to provide 100,000 affordable houses or apartments to eligible residents across the province. This initiative aims to improve housing conditions for low-income individuals living in rented accommodations or informal settings. The program will deliver these homes within four and a half years through three execution models.
How Apni Chhat Apna Ghar Program Works?
- Execution Model 1: State Land Development
- Objective: Facilitate the construction of 10,000 housing units on state land through an equity-based land-sharing arrangement with developers.
- Responsibilities: Developers will handle infrastructure development and housing construction, including roads and utilities. PHATA will provide initial land use plans and oversee adherence to design standards.
- Financials: Developers will cover all costs related to infrastructure and construction. The government will set the price and payment plan for the housing units.
- Approval: PHATA will approve the layout and infrastructure plans and develop trunk infrastructure for each site.
- Execution Model 2: Affordable Private Housing Schemes
- Objective: Develop 20,000 low-cost houses within private housing schemes approved by PHATA, with a focus on allocating at least 20% of the residential area for low-income families.
- Process: Developers must adhere to APHS Rules 2020. A one-window mechanism will streamline approvals. Affordable house prices and sizes will be set by PHATA.
- Payments: Allottees will make an initial down payment into an Escrow account, with the remaining amount paid in monthly installments over five years. PHATA will supervise the construction and monitor costs.
- Execution Model 3: Interest-Free Loans
- Objective: Provide interest-free loans for constructing houses. A revolving fund will be established for this purpose.
- Eligibility: Applicants must be Punjab residents with plots up to 5 Marlas in urban areas or 10 Marlas in rural areas. Loans can be applied for online.
- Loan Details: Maximum loan amount is PKR 1.5 million, with a 7-year tenure and easy monthly installments. Funds will be disbursed in tranches, and the government will cover operational costs.
What are the Eligibility Criteria?
- The applicant must be the head of the family according to NADRA records.
- The applicant must be a permanent resident of Punjab, as shown on their CNIC.
- The applicant must own a plot of land up to 5 Marlas in urban areas or up to 10 Marlas in rural areas in Punjab, where they plan to build their home, as of the date of their online application.
- The applicant should have no criminal record, including serious crimes or activities against the state or society.
- The applicant must not owe money to any financial institution or bank.
- The applicant must be registered with the National Socio-Economic Registry (NSER) with a household PMT score of 60 or less.

1- Fill out the Citizen Registration Form
- Enter your full name.
- Provide your CNIC number.
- Enter the CNIC number of your father or husband.
- Specify your gender.
- Provide your email address.
- Enter your mobile number, including the network provider if your number is ported.
- Select your division, district, and city.
- Create and confirm your user password to complete the registration process.
2- After registering, you will receive a certificate form, where you need to certify each category for further eligibility.
3- Once you have completed the second step, you can proceed with the application form. Eligible candidates who own plots and seek a loan for home construction can apply. Start by entering your general information, then attach the necessary documents and include any additional remarks before submitting the form.
